I believe the S9 "standard" is 50 millivolts, which is 50 microwatts at 50 ohms [v**/50], which is -13 dbm [10*log(50uw/1mw)]. So, I would say that +7 dbm would be your level. As always, check the math and the logic. (I'm sure someone on the reflector will spot an error.)
