Fred, That jumper is *not* the cause of your intermittent behavior.
There should be a "U" shaped "jumper" at least 3/16 inch above the board at both top corners of the Control Board as well as at two places on both the top and bottom of the RF Board. The purpose of those jumpers is to provide an attachment point for meter probes or 'scope probes.
