You are right but don't be surprised if the TV station turns him down. I got
a phone call from ESPN asking me if I could shoot some footage, of our city,
to be used during the little league playoffs. Our team didn't make it to
Williamsport but I asked them for a copy of the game tape, which they
refused to supply. Even though they used my footage, at no cost to them,
their policy prohibited them from giving me a copy.

Since this is copyrighted material why don't you do the simple and right
thing and ask the station for permission to use it? If they agree they can
send you the clip in a format you can use. If they don't agree then you
shouldn't use it anyway.
