This is what the KPA500 would normally look like when the front panel power
is off.  It's the KPA500 boot block code's response.

If the KPA500 is turned "on" and has a valid firmware load, it should
respond differently.

I saw this recently too. Have you tried hard power-cycle (i.e. using the
switch on the back, not the button on the front) ?
