Mike, It is not unusual to find a few extra pieces of small hardware items in an Elecraft kit. It is better to have a couple left over than to have one short!
The hardware is weighed rather than counted, so on lightweight pieces, one has to apply a small 'fudge factor' to assure that the number packed will be sufficient.
