OK...I got this figured out. I have SPLT SV set to "on" in the CONFIG/TECH MD menu.
As long as I change bands with the K3 and NOT by clicking on a spot in the logging software, the K3 operates like it's supposed to....NOT turning off split and remembering the split setting by band. However, if I change bands by clicking on a spot in the logging software the logging software turns off the split when it changes bands. Thanks to Joe W4TV for suggesting I check this. I confirmed this with both Logger32 and N1MM. I do not believe there is a way to defeat this with either logging program, unfortunately. At least for day-to-day operating with Logger32 that would be nice to be able to select the split behavior. Thanks for all the responses on and off the reflector.
