Well, yes but "loss is loss." If your transmission line exhibits 3dB loss on 20m, it will turn your 500W into 250W at the antenna, and it will turn your 5W into 2.5W at the antenna. I think you might have been referring to damage from excessive voltage/current which *is* a problem QRO and not QRP, but the loss doesn't change.
