Small whips are popular for HF band mobile operation - pedestrian or otherwise - because they are often the only thing one can use for an antenna while in motion.
For operation where one isn't moving, look for something, virtually *anything* metal and try loading it up. Downspouts, a bridge, fences, window frames, etc., often yield surprising results. It works OK for what it is and have made a few contacts with it indoors even can copy quite few stations on the high bands during the day. I have made a few QSO's on 40m so far none on 80m my worst outdoor wire antenna is so many times better though not even funny.
