Effectively you would be asking the K3 to control N1MM Logger's TX/RX status. I'm quite sure you can't do this - the control goes the other way (from N1MM Logger to the rig).

The normal way to set this up is to connect the footswitch to the computer via a serial or parallel port interface, configure N1MM Logger to use that serial or parallel port for footswitch input, and then set up some form of PTT control from the Logger to the radio. The simplest way for N1MM Logger to control PTT on the K3 with your equipment would be simply to connect a cable between the WKUSB's PTT output and the K3's PTT IN. N1MM Logger uses the WKUSB's PTT output in all modes, without requiring any configuration other than that required for CW keying.
