Glenn,
For the time being, ignore the discrepancies in the Control Board
voltage readings, those are of no consequence to your problem.
Do check Front Panel RP1 to make certain it is installed the 'right way
around'. That is one of the few K2 Rpaks that is orientation
sensitive. The dot or bar on the Rpak must be at the end where the pin
1 silkscreen is located.
Also re-flow the soldering at FP U3 to make certain all connections are
good.

I am up to page 63 of the manual which is the alignment and test part 2.
Upon initial testing there is a problem with all of the Bank 1 push
buttons. There is no effect on any of the left push buttons. The right push
buttons on Bank 2 work except for the mode switch and rate / lock switch.
All rotary switches and the encoder appear to work as the display shows the
changes. All tests on Alignment Part 1 went well with no issues.
So far , I have rechecked the entire front panel board and control boards.
All of the resistor packs are correctly installed as well as all diodes ,
transistors and IC's. Soldering was rechecked and connections
reflowed. On the control board I am getting 8 volts on U4 and 5 volts on
U5. U6 on the control board , MCU, there are two voltages wrong. Pins 18
and 25 both should be zero volts. Both measure 5 volts. There is also an
issue with U2 on the control board. Pin 8 is correct at 8 volts and pin 4
is correct with zero volts. All other pins are approximately 1/2 of
what they should be. Pins 1 , 2, 3, 5 , 6 and 7 are all approximately 3.8
volts.
U1 on the RF board voltages are correct.
I could use some guidance on where to begin.
