Q14 is supposed to be a 2N4124, but you said you had a ZVN4424A from the Q14 location. That would mean that you either received an extra ZVN4424A in your kit or you found you were short when you got to the installation of Q4 and ordered one from parts.

Normally the parts are picked correctly, so if you have one in the wrong place, there is also another in the wrong place too - that is what I was suspecting.

OK, back to your problem - from your description, it would appear that the T/R switch is not properly isolating the receiver input. Check the orientation of all the diodes against the parts placement diagram at the back of the manual. My assumption is that you are hearing the receiver signal (overloaded) instead of the sidetone. At very low STL settings, the sidetone is not very loud.
