I had this same issue about a week ago. I did call Electraft and they asked me to remove the cover and check some voltages. I knew the problem had started when I was messing around with the rs232 connections, so I thought I would undo the changes before I started working on the radio.
I think in my case it was a bad usb to rs232 converter because once I eliminated the second connection to the amp the issue disappeared. I have not had time to try a different converter yet.
