I have another suggestion, perhaps use double characters.

 ---. = OE (o with umlaut, two dots over o)
 .-.- = AE (a with umlaut, two dots over a)
 .--.- = AA (a with ring)
 ..-- = UE (u with umlaut, two dots over u)

Only disadvantage, it eats up one character space of available display
space. But as these characters are relatively rare it should be OK.
