This is unusual, Oliver. In my experience, most KX3s without a KXFL3 have 
negligible VFO tuning noise, even on 6 meters, and for those that have more, 
the menu settings are usually very effective. Your friend could contact 
customer support for further ideas; for example they could explain how to use 
the built-in AF voltmeter function to quantify the amount of noise to see if 
it's unusually high. 

Since you have a KXFL3, you may want to try the mod (after we publish the 
instructions, hopefully very soon).
