Does the LCD show FL1, FL2, FL3, FL1, etc. as you press and hold the XFIL pushbutton (without any actual effect)? (You may already have supplied this info, but I didn't see it.) If the LCD shows the expected FL1/2/3 change, do you see any DC voltage change on the XFIL/TONE line while you select different filter bandwidths in receive mode? Did you look for a low DC resistance to ground on the XFIL/TONE PCB trace from RF board P1 pin 5? RF-P1 pin 5, after the front panel board has been pulled away from the RF PCB, should show rather high resistance to ground. A low resistance path to ground could cause conditions similar to what you report, without adversely affecting other functions.
