It is off-topic but I need your expertise.
 
I will soon represent the local amateur radio sector to discuss with local 
telecommunication authority about the possibility of 60m operation in Hong Kong.
 
I understand that both US and UK have allocation in 60m so that some of the 
group members have operation experience in this band specturm.  I would be 
grateful if you could advise me the following:
 
1.  In most of the circumstances (even at current bad band condition), what 
will be normal communication range? 500km?
2.  Comparing with 40m, what is the advantage of using 60m?
3.  Is 60m often used for ARES purposes?  If yes, what is the rationale behind?
 
Currently, there is no allocation of 60m in Hong Kong for amateur service as 
well as the Region 3.
