No they can't at the present time. However, many of the new Windows tablets (e.g. Acer Iconia W3/W4 or Lenovo Mix 2) run the Windows versions of those programs quite nicely for *about half the price* of the comparable 64GB iPAD Air (e.g. 8" display, 64GB SSD).
