They're both correct. The K3's internal tuner matches whatever impedance it actually "sees" at the antenna connector to the K3's output impedance [50 ohms] and thus the K3 "sees" 1.0:1 SWR. Neither it, nor any other such tuner at the rig does anything to the SWR on the coax, and the W2 is measuring the SWR on the coax.
