If it is "off frequency", then moving the VFO one way or another should bring the decoded signal so it sounds normal.

So I doubt it is really "off frequency" because you said it gets worse either way you move the VFO.
I would suggest that you be certain the NR and NB are off and try again.
Where do you have the filter width set and where is it centered? The low end should be at 300 Hz or a bit below that, and the high end should be 2400 Hz or greater.
