Glen,

Remember that during tuning, the relays must be hot-switched, so a low tune power is necessary if relay life is to be maintained.

If you have different SWR at different power, I would suggest that you look for marginal connections in your antenna system.

Actually, I would not be concerned unless the tuned SWR exceeds 1.5.
