They follow SOP of all companies I'm aware of in that regard you pay in they pack back to you. Seems fair to me. Think about a radio like I had a Yaesu FTDX-5000MP that weighted 59# shipping weight or an amp in 2 packaged that weigh's over a 100# and one is small box very heavy the other a large box. It costs $175 to Alpha one way then back in CO and I live in MO.
