The link on your desktop is simply a URL. All that works in the Internet are IP addresses. There is a translation between URL's and real IP addresses, it happens in the Domain Name Servers around the world. An update used to come out once a day, don't know now, but the DNS talk to each other and the update propagates around the world.

While still employed, we were doing a data center move for Wells Fargo Bank. While in Phoenix at a bunch of meetings, my pager [that tells you how long ago] was giving me really strange and unlikely phone numbers. I had a new Palm Pilot 0.0, I started putting them into the Find screen, and Mike [Network Chief] in San Francisco at Wells Fargo came up.

Turned out, wellsfargo.com had disappeared from the I'net [generally a bad day if you're a worldwide banker]. My employer had recently purchased Network Solutions Inc., at that time the only I'net domain registrar and updater of the DNS network, and as luck would have it, one of my colleagues happened to be in N. VA at NS. I called him, and they fixed it with that night's update. Took 2 days to propagate around the planet.

I doubt it's your ISP.  Give it a little time before blaming them.
