I Purchased 5 used Mini Circuits 3dB splitters from China for about $28 on eBay including shipping from half way round the world. 5-500 MHZ with SMA connectors Model ZFSC-2-1
Lots of uses for them, splitting 10MHz standards, dual receivers on single antenna etc. I did previously build a 3dB hybrid from a design in an ARRL handbook many years ago when I wanted to do some 2 tone testing on a receive converter, but with the availability of good quality surplus nowadays it isn't worth the time and effort!
