Jim, I just re-tested this with both a keyer paddle and a hand-key. If you set up a VOX delay setup in CW mode, then switch to SSB and hit the key, on release you get the same delay that was in effect for CW mode. (Of course this requires that CW-IN-SSB be turned on by tapping '1' in the CW WGHT menu entry.)
The break-in delay for CW purposes must be set up in CW mode. As you rotate the DELAY control, it shows "CW x.xx". When you're in SSB mode, the delay setting applies to voice-mode VOX. Rotating the control shows "VOX x.xx".
