I believe that all the arguments pro such an idea are wishful thinking. I believe no Technician will stay with the hobby just because such an offering would be made. If they are in need of the hardware to meet their past-repeater desires, the easier way for them is to go General and get what's already available on the market cheaply.
Further, Elecraft or any other company needs to have a market big enough to warrant the endeavor, and a few gearheads will not be enough.
