This has been true forever, not just with PSK31, and this is why narrowband receivers were invented in the first place. PSK31 is a very narrowband mode so why not receive accordingly? Narrow your RX bandwidth down to 100 Hz or so and the problem goes away and everyone can run whatever power they like.
