I've not seen that symptom, but I'd be very suspicious of the resettable fuse (F1) opening for some reason. Either it's gotten intermittent or you're drawing enough current to exceed its "trip point" at, I believe, 3 amps.
The K2 is resetting to a previous frequency because you haven't done something to make it 'remember' the current settings yet. That'll happen any time you pull power. The howl... I'm not sure about but what's causing it might be what's causing the current overload on F1. First I'd check the current draw as you approach 12 watts.
