The K3UtilityVersionInfo.txt file is stale. Yet 1.13.5.9 is the K3 Utility production version according to http://www.elecraft.com/K3/k3_software.htm#k3util Assuming this was a web page mistake, I hunted for 1.4.3.21 version of K3 Utility with no joy in either production or beta space.
