If you're talking about a fully featured amateur radio interface, the standard are those from microHAM - including DigiKeyer II (CAT and digital modes with WinKey) and microKEYER II (CAT, digital modes, WinKey *and* full microphone handling for DVK, etc.).
For sound card only situations there are several basic USB Audio Class devices that require no special drivers in Windows 7/8.
