Jon, The most likely thing to cause Hi-Cur indications is the Low Pass Filter. Check it carefully for capacitor values and the proper number of turns on the toroids - count the turns as they pass through the center of the core to avoid a count that is 1 turn off.
Try peaking the 80 meter bandpass on transmit (at the 2 watt level), you should be able to observe the peak much easier. This is a broad filter and tuning will not be as sharp as other bands.
