As usual, your hint took me directly to the solution.

I had forgotten that the KAT2 doesn't have a true 'bypass' mode.

The problem I had was that the KAT2 had a small amount of stray L or C in
line, on 20 meters.

I solved the problem by switching to the dummy load and 'running' the ATU
into it on 20 (actually I did it on every band).  The SWR display showed
1.0:1 as expected.

Then, I flipped back to the new open wire fed 137' doublet.

SWR readings are now as expected on all bands.  The remote tuner does the
usual great job of matching the 50 foot high elements to the 40 or so feet
of buried coax.
