The program is a Windows executable, but several users have reported success with Windows emulators on Mac (Parallels, etc.). A file extension of .msi is a Microsoft Installer file.
Once the program is installed, there is a Help menu item that describes how to use the program, it's on the top menu bar. Essentially you open the xml file with the File - Open menu item. That reads the file and fills in the grid.
