Not sure what you mean by "won't TX" but a couple of things you might check:
-- is it in TX Test mode
-- is the proper antenna selected. K3's won't make RF into an open
circuit. You can ask me how I know that, a humbling experience with
Wayne on the phone
-- If you're on CW, is VOX on?
-- If you're on SSB, is PTT properly connected for your mic?
