You can see the RX I/Q output comes after the preamp, and so will be affected 
by the preamp setting.

I have to say, if the band noise is so high as to make everything green on the 
screen, does it make sense to run the preamp? If your S-meter is moving with 
the preamp off, then you already have plenty of sensitivity for the conditions, 
and turning the preamp on becomes a little counter-productive.
