Dimly powered USB connectors are as common as nails in computer land. It's a favorite cheap, cheap trick by the bulk manufacturers, where even pennies multiplied by a million units is a lot of money.
I have had that kind of problem in just about every PC, laptop I ever bought. Follow Harry's advice: Powered hub. 73, Guy.
