GM, I had the same question a month before (in another forum). Output depends on gain adjustment with R87, see k3 schematic. Which seems to be set to full gain from factory side. If so, the 1mW overdrives the transverter, so you should see full 10W on ant 3 only.
I used the Elecraft Dummy load for measurement and adjustment. HW?
