They are sending NN deliberately because it's two characters vs. ATT and three characters. So for a complete exchange you hear ENNNN which is 599 99. It's possible to hit a rate of 300 with an exchange of ENNNN.
They're sending NN because they mean 99, not 100, and 99 is in their Cabrillo.
