Are you driving the audio level sufficiently? Inadequate audio drive is a common cause of such 'power hunting'. You can do this off the air - turn the power to zero or connect a dummy load.
Then turn compression to zero.
Talk normally into the microphone and adjust the MIC GAIN to produce 5 to 7 bars on the ALC meter. Now you can increase the compression to the desired level. 3 to 6 dB is often suggested, but it is your choice.

After a band change, the initial power should be low, but should quickly increase to the requested level after a few syllables.
