Let me posit a SWAG on why this case APPEARS to buck the math in reality....
I submit that all "noise" is not equal. I'm guessing that you can hear a radio transmission mathematically below the apparent noise level because it is "atypical" or "organized noise" as opposed to the "noise" in the S2 noise floor which is "disorganized".
