It's not a reliable ntp "client" you need, but a reliably clean and reachable ntp *server*. Use the ntp pool project, not the default Windows offering for a server, as that is so congested as to be virtually unusable. The pool project will find the best (closest in network terms) one for you to use. Even using Windows own timekeeping tools and systems, when they are pointed at pool.ntp.org for example, they will do the job more than adequately for any of the JT modes.
