Specifically the error means that something plugged into the USB ports of the computer is exceeding the amount of power it should be drawing. There could be several reasons, including a short in the USB cable or a device that doesn't follow the protocol for getting more power from the port.
Unplug everything and work your way back until you find the culprit.
