The locked VFO has been suggested to KG7FYI numerous times as well as punching in the frequency directly. Perhaps I missed it in this very long "no 28.400MHz" thread however I have not seen a response to either of these possible solutions.

If not, you likely have the VFO locked - look for the little 'padlock' icon in the upper right corner of the display. Hold the LOCK button to the right of VFO A knob to toggle LOCK on and off. What happens when you do a Direct Frequency Enter?
