Remember that the receiver is on all the time, as is the low-voltage supply 
that is powering the receiver. All can cause problems in addition to the fan 
PWM that the receiver is driving.

Good luck solving this one. There is not much room in the fan enclosure for 
ferrites to help resolve the issues and adding capacitors at the appropriate 
places can be a real challenge. I hope
returning the controller is still a solution for you even if it means taking 
the fan down…
