Quite possibly the RF second harmonic of an in-band 40 m signal. It's unlikely 
that anyone would hope to work a data mode QSO far away from the accepted 
normal frequencies. 40 m data is allowed up to 7.125 and twice that is well 
into 20 m phone allocation. Even the typical FT8 upper limit of about 7.076 has 
a second harmonic inside 20 m phone allocation.
