Maybe you're pushing the wrong button. When I tried this myself, I first tried to use the 'freq ent' button (because, after all, the radio tells you 'to unlock, hold freq for 3 sec' and that's the only 'freq' button I see). But here's the trick: hold the RATE(KHZ) button. It should unlock. Don't ask how I figured this out.
I forget what all (and expect someone else on the list will fill in), but there were some updates made after those earlier serial numbers. I think some of those updates can be applied to the older models, but not sure if all can.
