Just a thought, try disabling windows defender when you are having this issue.
Settings > Update & security > Windows Security > Virus & threat protection > Virus & threat protection settings > Turn Real-Time protection off If nothing changes then it's not defender behind the problem. If things work as they should when you turn it off however, you have found the problem. If so, then on that same page scroll down to exclusions and add the HRD to the exclusions. Then go back up and turn defender back on.
