Bill, When you say it 'locks itself up top', I assume you mean that you can see part of the window, but is so high up that the title bar is not on screen. Is that correct?
If so, then: 1) click somewhere in that window to make it the active window 2) on the keyboard, hold down the Alt key and tap the spacebar. You should see a popup menu with options like Restore, Move, etc. 3) tap the x key. This will maximize that window to fill your screen, and the title bar will be visible Now you can resize or close the window.
