A Chromebook will not run the utilities.    I'm fairly sure Chromebooks run on a version of Linux, but you're limiting yourself to a lot of 'cloud based' stuff.

Look at a AMD powered laptop, a bit cheaper than an Intel, but you often get more bang for the buck.
