I use the free version of VSPE (Virtual Serial Ports Emulator). Use the TCP Server and TCP Client. You don't need to specify the Interface IP in the server setup. Just point the TCP Client tothe IP address of the machine running the TCP server and make sure the port is the same on both.

If you have any firewalls operating between the machines you may need to open the ports that you use in the TCP Client Server.

Works for me.
