You need to buy in large quantity to just have a PCB made or are you talking about quantity needed for getting the board made *and* stuffed?
If you just need the PCB's made there are a number of choices available. I've used OSHPark and Elecrow. Go to http://pcbshopper.com/ to see what options are available for bare PCB as well as PCB assembly.
